Job Brief
Short Term. Homebase, with travel to Kiribati as required
Program Background
EduKAiT is the main platform for the Australian Government’s support to the Kiribati Education sector, specifically the Government of Kiribati and Ministry of Education (MoE), as it implements its Education Sector Strategic Plan (ESSP 2024-27).
The program will be implemented in two five-year phases over 10 years. Phase 1 includes an emphasis on Literacy and Language for School Years 1-3, and gender and increased English proficiency for School Years 7–9 and addressing the high Year 9 dropout rate for boys.

The Role
The role will focus on practical implementation and maintenance of the program’s MEL Plan and Results Framework; the MoE’s MEL systems development and MEL framework for their ESSP 2024-2027; supporting improved MEL capacity within the program team and MoE; refinement of data management systems used by the program and MoE and leading annual reviews of the MEL Plan and drafting of EduKAiT’s progress reports. The role will work closely with the program’s MEL Officer and Communications Officer. Position Responsibilities:
- Implementation and review of EduKAiT MEL Framework
- Support to Ministry MEL, Research and Reporting
- Capacity Strengthening Support to EduKAiT planning, reporting and verification of deliverables

Selection Criteria
- Qualification in Monitoring and Evaluation, Education Management or other relevant field from a recognised tertiary institution. Post-graduate qualifications in MERL are also highly desirable.

Experience
- Demonstrated experience in implementing and refining quality MERL frameworks, systems and strategies within a government system is essential, preferably in education.
- Experience in the development of effective gender, disability and inclusive MERL tools and reporting is essential.
- Demonstrated experience in having effective working relationships, including providing specialist training for local staff, Ministry partners and advisers is essential.
- Demonstrated experience preparing timely, high quality, succinct and outcomes-based reports for clients / stakeholders is essential. Experience in working in a small island developing country context, preferably in the Pacific region, is desirable.

Knowledge
- Demonstrated knowledge of MERL strategies for developing countries is essential.
- Demonstrated understanding of a range of capacity building approaches based on different contexts and needs is essential.
- An understanding of the Pacific regional context and how MERL can contribute to decision making and policy development is desirable. Understanding of development effectiveness principles and cross-cutting themes is highly desirable.

Skills & Abilities
- Demonstrate appropriate interpersonal skills to relate, communicate and negotiate effectively with a diverse range of people and cultures.
- Ability to undertake activities in a participative and consultative manner, ensuring Government officials and stakeholders actively participate and develop understanding and strong ownership of MERL tools and their outputs.
- Ability to maintain high ethical standards when representing the EduKAiT program in accordance with DT Global’s codes of practice. Willingness to undertake travel within Kiribati as required.
