Purpose of the Position
The Business Development unit at eHealth Africa (eHA) is dedicated to driving the organization's growth and long-term sustainability by strategically identifying and securing funding opportunities, fostering meaningful partnerships, and implementing innovative solutions that align with eHA’s mission. Through proactive engagement and strategic positioning, the Business Development unit enhances eHA’s capacity to deliver impactful health and development solutions, expanding its reach and amplifying its contributions to the communities it serves.
eHealth Africa is seeking highly skilled Subject-Matter Experts (SMEs) across nine (9) key thematic areas to support our proposal development and business development efforts. Our aim is to strengthen the quality and competitiveness of our proposals, enhance win rates for high-value bids, and ensure technical excellence across multiple domains.
Objectives of the Assignment
The SMEs will provide technical expertise and strategic inputs to:
- Strengthen the technical quality of proposals and concept notes.
- Enhance the competitiveness and win potential of bids.
- Contribute specialized knowledge to align proposals with donor priorities and global best practices. Support the integration of innovative, data-driven, and equity-focused approaches.

Scope of Work:
SMEs will contribute to the following areas (based on expertise) :
1.) Public Health – Social Epidemiology
- Translate behavioral and social determinants into measurable indicators for health equity outcomes.
- Guide equity-based risk stratification in disease burden assessments. Analyze and translate community-level data to identify social and structural health determinants, drawing from eHA’s Helpdesk data, call center interactions, and behavioral surveillance insights.
- Guide the inclusion of vulnerable populations into research and program design using spatial and social stratification techniques.
- Support equity-focused outcomes and indicators that reflect eHA’s commitment to underserved and marginalized communities.
2.) Health Promotion / Community Health Specialist (Disease Prevention)
- Develop culturally tailored disease prevention strategies for underserved communities.
- Design IEC strategies for health campaigns using eHA's call center insights. Design community health engagement strategies based on eHA’s experience in integrated community outreach, IPC messaging, and social mobilization across campaigns in 9,000+ settlements.
- Contribute culturally tailored health promotion content and IEC strategies based on community behavior feedback received via eHA’s call center and field reports.
- Propose scalable models for disease prevention and behavior change education grounded in local languages, norms, and data from eHA’s community platforms.
3.) Food Security and Nutrition Specialist
- Incorporate geo-mapped food security analysis into nutrition programming.
- Align nutrition interventions and support integration of nutrition-sensitive interventions into public health proposals by leveraging eHA’s geospatial mapping of food-insecure and underserved communities.
- Identify digital solutions to track malnutrition and food availability at community levels, in line with eHA’s GIS tools and field deployment capabilities.
- Propose coordination strategies between nutrition, health, and WASH systems informed by eHA’s multisectoral approach to microplanning.
4.) Health Emergency Preparedness Specialist
- Propose real-time data tools for early warning and rapid response.
- Support emergency logistics and coordination models from eHA's field experience. Develop preparedness and response components drawing from eHA’s EOC setup, emergency logistics, and past support to NCDC and state health ministries during Lassa fever and COVID-19 outbreaks.
- Propose scalable emergency response workflows and tools, including mobile surveillance platforms and remote data collection models.
- Support risk mapping, resource pre-positioning, and simulation planning using eHA’s GIS and digital health infrastructure.
5.) Climate Change Adaptation Specialist
- Integrate climate-health vulnerability mapping into program design.
- Develop health resilience strategies using environmental data layers. Design climate-resilient health systems components using eHA’s ability to generate geospatial vulnerability maps and population-level environmental exposure data. Propose digital extension systems for climate-resilient food production.
- Develop linkages between climate risks (e.g., flooding, heatwaves) and vector-borne disease surveillance using eHA’s real-time field data collection and GIS systems.
- Contribute to adaptation strategies in health facility planning and community early warning systems, aligned with eHA’s operational presence in flood- and drought-prone zones.
6.) Social and Behaviour Change (SBC) Specialist
- Design digital feedback loops and rumor tracking models via eHA Helpdesk.
- Develop SBC strategy for immunization, outbreak prevention, and SRH (e.g., youth contraceptive uptake, menstrual hygiene, GBV prevention). Develop SBC strategies based on eHA’s Helpdesk call insights, community feedback reports, and language-adapted messaging used in routine immunization, polio, and Lassa fever campaigns.
- Lead the design of digital feedback loops and rumor management systems that align with eHA’s social listening models.
- Propose community segmentation approaches using settlement data and call center analytics to tailor health behavior interventions.
7.) Climate Smart Agriculture Specialist
- Design integrated CSA models using eHA GIS for risk zoning and farmer profiling. Contribute to micro-level planning for climate-resilient agricultural systems using eHA’s GIS tools for settlement mapping and land use classification.
- Develop proposals for integrating climate-smart food production within health and nutrition programming in communities with recurrent food insecurity.
- Leverage eHA’s remote sensing and mobile data collection platforms to propose scalable models for farmer profiling, yield monitoring, and adaptive extension services.
- Propose digital extension systems for climate-resilient food production.
8.) Digital Health Specialist
- Propose interoperable, open-source digital health solutions aligned with national HIS.
- Support health worker toolkits, digital dashboards, and remote training modules.Lead the design of digital tools for health worker training, data collection, and reporting using eHA’s in-house platforms and mobile applications.
- Propose digital health interventions integrated with national health information systems, building on eHA’s past deployments across 36 states.
- Develop system architecture and user pathways for scalable, low-bandwidth health tech solutions adaptable to urban and remote settings.
9.) GIS and Data Analytics Specialist
- Develop spatial targeting strategies using eHA’s settlement mapping and risk dashboards.
- Support real-time visualization of immunization coverage, nutrition gaps, and outbreak hotspots. Design geospatial components of proposals, including mapping of disease burden, service gaps, and infrastructure coverage using eHA’s validated datasets.
- Contribute to predictive modeling, spatial epidemiology, and visual dashboards that enhance real-time monitoring, as seen in eHA’s polio and Lassa fever mapping projects.
- Support targeted intervention planning using multi-layered settlement data, risk scores, and population density analytics.
Qualifications and Experience
- Master’s Degree or PHD in relevant field
- 5 –10 years experience in the subject field or related area.
- Experience working in the INGO space
- Proposal and bid development experience
- Industry-recognized certifications relevant to the specialty Publications, speaking engagements, or contributions to industry bodies
