Job Description/Requirements
Jake Riley Ltd — a strategic advisory firm — invites applications from qualified Consultants or Firms with demonstrable expertise to support the work of a committee investigating:
Pre-Shipment Inspection of Exports and the Repatriation of Crude Oil Proceeds
Position: Expert Consultant (Trade/Finance/Oil & Gas Regulatory)
Type: Contract
Duration: 6–10 weeks, with possible extension
Location: Abuja (Hybrid: Remote + In-person meetings)
Scope of Work
- Conduct technical review of pre-shipment inspection processes (NESREA, NESS, CBN, NNPC, etc.)
- Assess export documentation, compliance gaps, and FX inflows
- Trace and analyze the crude oil export and repatriation trail
- Advise on legal and regulatory inconsistencies
- Support drafting of the Committee’s report and recommendations
Requirements
- Minimum of 7 years of relevant experience in oil & gas, trade compliance, export finance, or forensic audit
- Demonstrated knowledge of crude oil lifting contracts and inspection regimes in Nigeria
- Familiarity with government processes and national accountability institutions (e.g., NEITI, NNPC, CBN)
- Advanced degree in Law, Finance, Petroleum Economics, or related discipline preferred
- Strong analytical, writing, and presentation skills
