NATIONAL MALARIA ELIMINATION PROGRAMME (NMEP)
VACANCY ANNOUNCEMENT
Background
Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading cause of morbidity and mortality accounting for about 30% of childhood deaths and 11% of maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally, at least one billion USD is lost each year as a direct result of malaria infections making malaria a leading cause of poverty, low productivity, and reduced school attendance.
The donor Partners including the Global Fund to fight AIDS, Tuberculosis and Malaria are supporting Government’s efforts toward a malaria free Nigeria. The National Malaria Elimination Programme (NMEP) is one of the two Principal Recipients (PRs) of Global Fund malaria grant.
NMEP is looking for qualified individual to fill the position indicated below at her office in Abuja.
Position: Programme Officer
Scope of work:
The Programmer Officer (PO) would support the day-to-day implementation of NMEP Global Fund malaria grant.
Duties and Responsibilities:
· Initiate effort for the preparation of yearly grant Detailed Implementation Plan (DIP), work with Branches/Units to prepare the plan, submit the plan to the Programme Team Lead for review towards approval and track implementation of the plan after approval.
· Support effort for a successful monthly grant performance review meeting; send invitation for the meeting, ensure logistics, take minutes, and ensure the minutes are shared after the meeting for inputs of participants towards finalization and ensure implementation of decisions from the meeting through follow-up with relevant Branche(s)/Unit(s)/Individual(s).
· Support effort for a successful quarterly NMEP/SRs(Sub-Recipients) and PRs(Principal Recipients)/SR grant performance review meetings; send invitation for the meeting, ensure logistics, take minutes, and ensure the minutes are shared after the meeting for inputs of participants towards finalization and ensure implementation of decisions from the meeting through follow-up with relevant SR(s) or PR(s).
· Ensure NMEP adequate preparation and successful participation at GF-CT’s (Global Fund-Country Team) meeting with Malaria PRs & SRs; communicate invitation to relevant NMEP Branch(es)/Unit(s)/Individual(s) and check with them when required to be sure they have ready materials/information required for the meeting, take minutes of the meeting and follow-up to ensure implementation of decisions from the meeting.
· Ensure minutes/reports of meetings organized by GF-PMU (Global Fund – Programme Management Unit) and follow-up with relevant individuals or organizations toward implementation of decisions from the meetings in timely manner.
· Assist in organizing grant writing workshops, work with relevant stakeholders to address TRP (Technical Review Panel) issues and provide support during the grant making process.
· Ensure implementation of management actions arising from audit exercise (both internal and external audit), GF review of NMEP PUDR (Progress Update and Disbursement Request) and others.
· Attends and represents NMEP GF-PMU at all meetings including CCM (Country Coordinating Mechanism) meetings, meeting of or with Malaria Partners, Malaria TWG (Technical Working Group) meeting or Sub-committee meetings when requested and report back to PM (GF) through the Programme Team Lead.
· Prepare reports (quarterly and annually) of activities under the grant and submit to the Programme Team Lead for review and further action.
· Attend to any other official assignment assigns by the Programme Team Lead, Head, PMU(GF) or National Coordinator.
Role Requirements
· A bachelor’s degree in health-related discipline. A relevant master’s degree will be an added advantage.
· Minimum of 5 years working experience in public health programme, especially in a GF funded project or similar grant.
· Excellent report writing skills.
· Strong analytical and problem-solving skills.
· Ability to work as part of a team and to be self-managing.
· Knowledge and hands on experience with Microsoft office package such as excel, access, word, and PowerPoint.
Location
The location is NMEP, Abuja.
Duration of Contract
One year, renewable with satisfactory performance and/or continuation of grant.
