VACANCY ANNOUNCEMENT
Background
Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading cause of morbidity and mortality accounting for about 30% of childhood deaths and 11% of maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally, at least one billion USD is lost each year as a direct result of malaria infections making malaria a leading cause of poverty, low productivity, and reduced school attendance.
The donor Partners including the Global Fund to fight AIDS, Tuberculosis and Malaria are supporting Government’s efforts toward a malaria free Nigeria. The National Malaria Elimination Programme (NMEP) is one of the two Principal Recipients (PRs) of Global Fund malaria grant.
NMEP is looking for qualified individual to fill the position indicated below at her office in Abuja.
Position: Procurement and Supply Chain Management Officer
Scope of work:
The PSM (Procurement and Supply Chain Management) Officer is responsible for overseeing the procurement of non-health commodities for the National Malaria Elimination Program (NMEP). In collaboration with the HPM Team Lead, the PSM Officer will ensure efficient and effective procurement and supply chain management of all non-health-related items funded by the Global Fund. The role also includes ensuring the safe and secure transportation of program materials.
The PSM Officer will work as part of a broader team comprising the central Program Management Unit and the PSM Branch teams, collaborating in procurement management activities.
Duties and Responsibilities:
- Prepare tender and bid documents for supplier/vendor invitations, with guidance from the HPM Specialist and HPM Team Lead.
- With support from the HPM Specialist, drive the tender/bid solicitation and evaluation process, ensuring transparency, competition, and adherence to user requirements.
- Participate in the evaluation and analysis of tenders/bids as a member of the procurement committee and prepare comprehensive reports.
- Reconcile quantities of non-health commodities ordered and received against issued Purchase Orders (POs).
- Maintain detailed records of procurement activities, including processes, orders, contracts, evaluation reports, and procurement committee minutes.
- Assist in the development and periodic updating of comprehensive procurement plans for goods and services.
- Oversee contract performance, including delivery, warranty, damages, and insurance, while documenting transactions.
- Conduct market surveys for non-health product costs and update the procurement database accordingly.
- Regularly update procurement-related documents, such as vendor lists and procurement matrices.
- Manage a matrix to track required goods and services, coordinating with relevant NMEP units for timely procurement or renewal.
- Perform monthly physical inventory checks of non-health commodities in the NMEP store and provide reports to the HPM Team Lead and Admin/HR Manager.
- Perform other tasks assigned by the HPM Team Lead and Head of PSM.
Deliverables
- Consolidated monthly procurement reports for all non-health products carried in NMEP.
- Status reports on the implementation of NMEP procurement activities.
- Timely preparation of suppliers payment request and ensure proper documentation.
Role Requirements
- Bachelor’s degree in health, logistics management, business administration, or a related field.
- Minimum 5 years of experience in procurement and supply chain management in a health related donor-programs, preferably in Global Fund or other similar donor projects.
- Experience in malaria, HIV/AIDS, or TB programs is highly desirable.
- Ability to collaborate with other branches within NMEP and the State SRs (Gombe and Kwara states).
- Extensive knowledge of Nigeria’s Public Procurement Act and donor procurement policies especially the Global Fund
- Strong analytical and problem-solving skills.
- Excellent technical writing and presentation skills.
- Team player with self-management abilities.
- Proficiency in Microsoft Office tools such as Excel, Word, Access, and PowerPoint.
- Willingness to travel and spend extended time in the field.
Location
The location is NMEP, Abuja.
Duration of Contract
One year, renewable with satisfactory performance and/or continuation of grant.
