CHILD SAFEGUARDING: Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or because of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.
ROLE PURPOSE: The Finance Officer has responsibility to manage payments, receipts, and disbursement of funds. He/she would be responsible for GLACOS registration and filing of documents. He/she will also provide support to the finance unit
SCOPE OF ROLE:
Reports to: Finance Coordinator
Dimensions: This role will lead on the finance unit and ensure all financial related concerns are covered appropriately in Borno.
Staff directly reporting to this post: Finance Assistant & Finance interns.
Technical responsibility: None
Budget responsibility: None
KEY AREAS OF ACCOUNTABILITY:
Fund Disbursement:
- Support payment of participants and other SCI cash payments out of the office
Financial Management Information and other support functions:
- Send out transaction listings and BVA to the awards department on the agreed dates.
- Support all Budget holders in the preparation of phased budgets.
- Provide support to budget holders in reviewing and understanding monthly financial budget monitoring reports and follow up on any recommended action points.
- Verify and Prepare the GLACOS for all the recharges recommended by the budget holders after reviewing the transaction listings.
- Support in the preparation of proposal budgets for the humanitarian & development responses.
- Support in providing codes where finance support is needed.
- Prepare the draft of the monthly cash forecast and request of the field office.
Perform monthly bank reconciliation and single account matching. - Ensure Cash and bank reconciliations and single account matching are done timely and ensure regular cash counts.
Budget Monitoring & Control:
- Participate in the annual budgets & forecast development.
- Review monthly transactions with Budget Holders and provide comments to finance lead.
- Participate in program monthly finance meeting and provide input to budget holders.
- Works with budget holders on budget review and reallocation and ensure change approved is posted in the system.
Field Office and Partner Support Function:
- Capacity Building of Budget Holders & Field staff in Awards Management
- Pre awards assessment and due diligence check for new partners.
- Organizing audit of projects and Implementing Partners
Audit & Evaluation:
- Assist with the Internal and External audit preparations including putting together relevant documentation for the Audit.
Other Support:
- Work closely with Borno Area office & Country office Finance Team on finance /awards related issues
- Participate in monthly finance and awards meetings in the field office.
- Supervise, coach, and build the financial management capacity of the finance and non-finance team of the field office.
- Preparing SOF loaders for all new awards and realigned/ re-phased awards.
- Monthly maintenance and update of Finance Accruals Tracker
- Any other duties assigned by the supervisor or line manager.
- Ensure proper and timely archiving of document.
- Other – Any other ad hoc tasks as requested by Line Manager.

EXPERIENCE AND SKILLS
Administrative & General Skills
Essential Criteria
- Level of Education – BSc /HND Accounting, Finance, Banking or equivalent
- Experience in working with partners accountable for grants and other financial support provided to implement project activities, particularly at community level.
- Excellent verbal communication and listening skills.
- Language Requirements: Spoken English-Excellent; Written English-Excellent
- Must be able to speak at least one local language predominant in that state.
- Level of IT Expertise: Excellent (Word, Excel, PowerPoint, etc.)
- Ongoing Professional certificate in accounting and finance
- Experience of SCI systems, processes and procedure
Desirable Criteria:
- Good training and facilitation skills (for financial training/support to partners).
- Ability to multi-task, engage in long-term planning, meet deadlines, and handle last minute demands; exercise patience, and adapt to changing circumstances.
- Ability to be creative and proactive health service improvement is essential.
- Understanding of local language(s)
