NATIONAL MALARIA ELIMINATION PROGRAMME (NMEP)
VACANCY ANNOUNCEMENT
Background
Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading cause of morbidity and mortality accounting for about 30% of childhood deaths and 11% of maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally, at least one billion USD is lost each year as a direct result of malaria infections making malaria a leading cause of poverty, low productivity, and reduced school attendance.
The donor Partners including the Global Fund to fight AIDS, Tuberculosis and Malaria are supporting Government’s efforts toward a malaria free Nigeria. The National Malaria Elimination Programme (NMEP) is one of the two Principal Recipients (PRs) of Global Fund malaria grant.
NMEP is looking for qualified individual to fill the position indicated below at her office in Abuja.
Position: Finance Manager
Scope of work:
The Finance Manager will be responsible for managing NMEP’s financial activities, including financial analysis and planning, accounting operations, reporting and budgeting. In addition, support development of financial policies and procedures, legal and regulatory compliance of the financial functions, and interface with assurance providers and other external parties on financial matters. The Finance Manager would report to the Head of Finance.
Duties and Responsibilities:
- Preparation of quality Progress Update and Disbursement Requests (PUDRs), and the Dashboard (Finance Section).
- Take the lead in the preparation of advance status report.
- Manage the monthly payroll process to ensure best practices and procedures are followed in compliance with the Nigerian Laws, and ensure prompt remittance to regulatory bodies.
- Monitoring and tracking of budget against expenditure and submission of monthly pipeline report (variance analysis).
- Lead the collation and preparation of Branch Financial monthly report by the 15th of every month for the Head of Finance’s approval.
- Maintain accurate pipelines and other monthly financial reports for internal analysis and tracking purposes to the Head of Finance.
- Provide technical financial support to NMEP in the development and preparation of budget for Global Fund grant.
- Interact regularly with Branch Heads and PMU (Programme Management Unit) to provide updates on the project financial status and resolve any problems or issues associated with monthly expenditures and budget variances.
- Maintain an accurate list of projects accrued and committed expenditures as part of the quarterly cash flow management process.
- Train and mentor PMU staff on grant compliance issues to ensure compliance with NMEP and Global Fund grant requirements.
- Carry out other functions assigned or deemed necessary by the Head of Finance or the National Coordinator.
Role Requirements
· HND/University Degree in Finance, Accounting or related discipline.
· ACA, ACCA or other recognized professional bodies with a minimum of 8 years working experience, with at least 5 years in Grant management, or Health sector of an NGO, or Local Fund Agent team (from the big-4) or Fiscal Agent.
· Grants and project financial reporting experience, preferably in the health is an advantage.
· Experience of working as part of a team with a heavy workload.
· Experience and/or understanding of flow of funds and associated risks associated with Grant management would be an advantage.
- Good written and verbal communication and interpersonal skills.
- Must be problem solving individual, matured and self-motivated.
- Must be computer literate with experience in an Accounting Package, MS Office-Excel especially;
- Demonstrate high level of initiative, diplomacy, and tact.
Location
The location is NMEP, Abuja.
Duration of Contract
One year, renewable with satisfactory performance and/or continuation of grant.
