Job Description/Requirements
Job Purpose:
To ensure full compliance of all project activities with applicable regulatory, statutory, and environmental requirements across federal, state, and local agencies. The role supports timely permitting, documentation, and reporting as well as coordination with regulatory bodies to ensure uninterrupted execution of the NMHIRP project.
Key Responsibilities:
- Monitor and ensure compliance with relevant laws, regulations, and guidelines issued by:
- Nigerian Upstream Petroleum Regulatory Commission (NUPRC)
- Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)
- Federal Ministry of Environment (FMEnv)
- National Oil Spill Detection and Response Agency (NOSDRA)
- State environmental and land management agencies
- Facilitate the timely acquisition, renewal, and documentation of all permits, licenses, and regulatory approvals required for project execution (e.g., EIA, ROW approvals, hydrotest permits, construction approvals).
- Track regulatory obligations and maintain a project-specific Regulatory Compliance Register.
- Interface with regulatory agencies on behalf of the PMC and client (NNPC Limited) and coordinate all regulatory submissions and responses.
- Support Environmental and Social Impact Assessment (ESIA) processes and ensure ongoing compliance with ESMP obligations.
- Liaise with project HSE, Community Affairs, and Engineering teams to ensure regulatory compliance is integrated across disciplines.
- Coordinate regulatory audits, inspections, and reviews.
- Prepare and submit monthly and quarterly compliance reports to NNPC and relevant authorities. Monitor changes in applicable regulations and communicate updates to relevant stakeholders.
Qualifications, Skills & Experience
- Bachelor’s degree in Law, Environmental Sciences, Engineering, or a related discipline.
- Minimum of 7 years’ experience in regulatory compliance within the oil and gas industry, preferably in major pipeline or infrastructure projects.
- Strong familiarity with Nigerian petroleum regulations and permitting processes.
- Experience working on government-regulated projects is an added advantage.
- Proven ability to manage interfaces with regulatory bodies and internal stakeholders.
- Excellent knowledge of regulatory frameworks in Nigeria’s oil and gas sector
- Strong communication and stakeholder engagement skills
- Attention to detail and document control rigor
- Good understanding of environmental compliance and permitting cycles Proficiency in MS Office and document management systems (e.g., SharePoint)
