Background

Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit - the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

Responsible for supporting daily access operations and overseeing safety risk management in Katsina, with the ability to travel across the region as needed. The role ensures compliance with DRC safety policies, monitors staff movements, conducts risk assessments, manages guards, delivers safety briefings, and supports safety training and capacity building to enable secure program implementation. And supports the effective and timely delivery of logistics services in accordance with DRC and donor standards. This includes managing transportation and fleet operations, tracking assets and equipment, handling office and facility maintenance, and providing administrative support to ensure smooth program implementation in Katsina and surrounding areas.

  • Duties and Responsibilities

Humanitarian Access and Safety

  • The Access and Safety Assistant is responsible for implementing DRC Nigeria’s humanitarian access strategy in Katsina State, ensuring context-specific approaches and strong community engagement.
  • They support principled negotiations with local actors, promote the organization’s mandate, and provide technical advice on access strategies and program assessments.
  • The role involves reviewing and approving staff travel requests, issuing safety equipment, and coordinating staff movements in line with standard operating procedures.
  • The assistant conducts safety briefings and orientation for new staff, manages physical security infrastructure, and oversees static guard professionalism through training and drills.
  • Maintain the safety asset register and collaborate with logistics teams for asset tracking. Regular security risk assessments and safety improvement plans are part of the role, along with disseminating safety advisories, maintaining a live risk register, and ensuring incident reporting compliance.
  • Additionally, the assistant builds and maintains networks with local stakeholders and other humanitarian actors for timely information sharing.
  • Monitor the security context in Katsina and neighboring states, provide conflict sensitivity analysis, and contribute to safety-related reporting.
  • Supporting training and capacity building on humanitarian principles, safety policies, and emergency preparedness for DRC staff and partners.

Supply Chain

  • Supports effective fleet, asset, and facilities management to ensure smooth operations.
  • Coordinating daily vehicle requests, monitoring driver assignments, tracking vehicle movements, ensuring vehicle safety compliance, and maintaining accurate fuel and maintenance records.
  • support staff with flight and helicopter bookings and advises on procurement, fleet, and asset procedures.
  • Tagging assets in the DRC Dynamics (DYN) system, maintaining the asset register, tracking asset movements, assisting with physical verification, and supporting maintenance and disposal in line with DRC policies.
  • Maintenance of offices and guesthouses, manages cleaning, security, and utilities, and tracks related expenses.
  • Maintain stock records, support internal meetings and events, perform general administrative tasks, and liaise with government agencies when required.

Experience and technical competencies: (include years of experience)

At least 2 years with international or UN agencies, and in logistics or supply chain or safety, preferably in humanitarian settings.

Desirable:

  • Experience in remote settings and willingness to travel to field locations.
  • Familiarity with procurement processes and documentation standards.
  • Experience in supervision or site maintenance.
  • Basic knowledge of vehicle mechanics or electrical installations.
  • Previous experience working with an international NGO or humanitarian organization.

Qualifications

Bachelor's degree in Security Operations, Management, Communication, Criminology, Law, Public Administration, Logistics, Administration, Business, Engineering, IT, or related fields.

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
