Programme Summary

The Green Cities, Infrastructure and Energy Programme (GCIEP) delivers support to low- and middle-income countries seeking to accelerate the development of sustainable cities and resilient infrastructure. Working across selected countries globally, the programme offers technical assistance, capacity building and policy support, drawing on expertise and capabilities from the UK government, private sector, public agencies, NGOs, academia and business.


Role Summary

Country Managers are the key drivers of delivery for the GCIEP programme in their designated country. They should be based in-country with a good understanding of the local context, geography, and stakeholders. They must bring strong programme management skills and experience. They will be responsible for supporting development of the detailed design of the projects and costed workplan for their country programme, and then managing delivery during implementation. This will also include programme oversight and results monitoring, risk and issue management, budget management and financial invoicing, reporting, stakeholder engagement and support with office management/logistics if needed. They will be accountable to their relevant Team Leader and the DO Delivery Lead.

  • TAF Grade: Expert (5+ years of experience) to Principal Expert (15+ years of experience)

  • Timing: September 2025 to March 2026.

Key skills
:

Essential:

  • Extensive experience managing programmes in Nigeria.

  • Programme management experience, including reporting, risk management, stakeholder engagement, budget management, change control.

  • Client relationship management.

  • Green cities and/or infrastructure expertise.

  • Interpersonal skills and ability to manage multiple stakeholders and team members.

  • Experience in delivering high-quality work including excellent report writing and communication skills.

  • Experience of adapting and coping in a fast moving and changeable environment.

  • Experience of managing country operations – managing finances, assets and overseeing more junior staff.

  • Experience and understanding of security and logistics in complex, fast-paced environments.

Desirable:

  • Sector experience in Energy, Urban, Transport, Services. Previous relevant experience of leading similar programmes for FCDO or other donors

Example responsibilities

Day to day Country Manager responsible for managing the detailed design and implementation of the country programme, including:

  • Manage the implementation of the GCIEP country programme and team and deliver against agreed objectives.

  • Monitor progress and quality against the plan and budget and intervene to provide corrective measures.

  • Provide country programme support and coordination with wider delivery teams to ensure timely and effective delivery of the work plan, proactively guiding the team in adapting to changes and identifying solutions to address or mitigate issues and risks.

  • Regular coordination and reporting with the FCDO post to ensure streamlined stakeholder engagement and communication with GCIEP stakeholders.

  • Ensure effective communication of programme updates to GCIEP central teams through weekly reports and meetings and timely input to central programme reporting, processes and communications.

  • Identify and manage delivery risks and issues for the relevant Country programme

  • Supporting engagement with the GCIEP beneficiaries, FCDO posts, Embassies, key stakeholders.

  • Supporting the operations of the local GCIEP office, supported by a local administrative assistant, including transport, the office environment, finances and local contractors.

  • Support with the security and safety of staff including through travel and safeguarding.

  • Oversee the collection and dissemination of programme learnings, case studies and success stories for internal and external stakeholders.

  • Work with FCDO post to strengthen the visibility of GCIEP interventions in the Nigeria Deep Offer Country within FCDO and key stakeholders in Nigeria.
