NATIONAL MALARIA ELIMINATION PROGRAMME (NMEP)
VACANCY ANNOUNCEMENT
Background
Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading cause of morbidity and mortality accounting for about 30% of childhood deaths and 11% of maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally, at least one billion USD is lost each year as a direct result of malaria infections making malaria a leading cause of poverty, low productivity, and reduced school attendance.
The donor Partners including the Global Fund to fight AIDS, Tuberculosis and Malaria are supporting Government’s efforts toward a malaria free Nigeria. The National Malaria Elimination Programme (NMEP) is one of the two Principal Recipients (PRs) of Global Fund malaria grant.
NMEP is looking for qualified individual to fill the position indicated below at her office in Abuja.
Position: Monitoring and Evaluation Specialist, Gombe Sub-Recipient
Scope of work:
The State M&E Specialist will support the State Malaria Elimination Programme (SMEP) as a Sub-Recipient and other key state actors in the day-to-day implementation of NMEP Global Fund malaria grant. She/He will be based in the state in the Global Fund Project Implementation Unit (PIU) of State Malaria Elimination Programme (SMEP), work with State Programme as a team and report to NMEP Head of SME (Surveillance, Monitoring and Evaluation) through NMEP M&E Team Lead.
Duties and Responsibilities:
· Support the state to develop and implement the annual M&E activities related to the Global Fund grant within the approved work plan under the guidance of the Head/M&E Branch and M&E Team Lead (GF) at NMEP.
· Support state effort in building capacity of LGA and relevant health and community workers in collection, summarization, reporting, analysis, presentation and use of M&E data.
· Support analysis of M&E data on a monthly, quarterly, semester and annual basis and flag action areas to the State Programme Manager, other relevant staff and stakeholders and ensure the actions are implemented.
· Support the preparation and timely submission of quarterly, semester and annual Progress Update and report on key performance and programmatic indicators to NMEP.
· Support state effort on Data Quality Assessment (DQA).
· Support state effort on integrated Monitoring and Supervisory visits (iMSV).
· Support state effort on the implementation of the Model Health Facility concept.
· Support in the development and review of State malaria annual operational plan and budget with regards to monitoring and evaluation strategic area.
· Support Seasonal Malaria Chemoprevention (SMC) and Long-Lasting Insecticidal Nets (LLINs) campaigns’ data management processes.
· Support state effort in the analysis and management of DHIS data and promote use of National Malaria Data Repository (NMDR) for decision making and,
· Any other responsibility as would be assigned by the SMEP Programme Manager and NMEP.
Role Requirements
· MBBS, or BSc/HND statistics in a health-related discipline.
· Master’s in health informatics or health-related qualification will be an added advantage.
· Minimum of 7 years working experience especially in an NGO/Government setting with a minimum of 4 years working/implementing malaria M&E activities.
· Expert user of DHIS2 and familiarity with National HMIS and community HMIS.
· Strong analytical and problem-solving skills.
· Ability to work as part of a team and to be self-managing and able to meet touch deadlines
· Knowledge and hands on experience with Microsoft office package such as excel, access, word and powerpoint, and statistical applications.
· Familiarity with Global Fund reporting systems is highly desirable, particularly for malaria control.
· Excellent data analysis, presentation and technical report-writing skills.
Location
The location is Gombe.
Duration of Contract
One year, renewable with satisfactory performance and/or continuation of grant.
